TOKYO (Reuters) - Panasonic Corp will launch its 3D televisions in the United States on Wednesday, and work with top U.S. electronics retailer Best Buy Co to promote the products, the Japanese electronics maker said.

The maker of Viera flat-panel TVs said it expects a 50-inch model to retail for $2,500, and aims to sell 500,000 3D TVs in the United States in the first year of their launch, half its annual global sales target.

Under the joint promotion, Best Buy will set up special sections at its retail outlets, where prospective customers can try out Panasonic"s 3D TVs.

Panasonic, the world"s No.4 flat TV maker behind Samsung Electronics Co Ltd, LG Electronics Inc and Sony Corp, holds high hopes for 3D TVs as it aims to turn its TV business profitable in the year starting April.

The sci-fi blockbuster "Avatar" and other recent titles have sparked massive interest in 3D movies, raising TV makers" hopes for a strong debut of 3D models.

Shares in Panasonic closed up 2.8 percent at 1,307 yen on Monday, outperforming the Tokyo stock market"s electrical machinery index, which gained 2.1 percent.

EU understates emissions from oil: biodiesel run

BRUSSELS (Reuters) - The European Union is not taking full account of the environmental impact of oil-based road transport fuels, which could undermine the bloc"s renewable energy goals, European biodiesel producers said on Thursday.

The EU uses greenhouse gas emissions from fossil-based road fuels as a basis for calculating the climate benefits of crop-based biofuels.

But biodiesel producers argue the EU"s reference values for emissions from diesel and petrol are set too low. That"s because they fail to take account of the rising use of unconventional fossil fuels such as Canadian tar sands and extra heavy oil.

"Fossil fuels and renewable fuels would therefore not be treated on an equal footing," the European Biodiesel Board (EBB) said in a statement.

"The most polluting sources of crude oil would be artificially incentivized, while biofuels would be penalized and limited in their use."

Emissions from unconventional oil are up to two-and-a-half times higher than ordinary crude, the EBB said, as more energy is used to extract it.

Unconventional oil currently accounts for about 5 percent of global petroleum production, a share that is set to rise as extraction of conventional crude reaches its peak, the EBB said.

The EU"s executive, the European Commission, is currently drafting new emission reference values for oil-based diesel and petrol, and a proposal for EU governments could be tabled as early as next week, the EBB said.

Under the EU"s renewable energy directive, biofuels must deliver emissions savings of at least 35 percent compared to fossil-based fuels to count toward the bloc"s target of sourcing 10 percent of road transport fuels from renewables in 2020.

EBB said that unless the reference values for emissions from oil-based fuels are accurate, it could badly damage the Europe"s 5 billion euros-per-year ($6.83 billion) biofuel industry.

"Action must be taken to prevent the renewable directive... from being knocked off course and stripped of its principle objective, which is to encourage the use of cleaner fuels," EBB said.

Environmental campaigners argue that biofuels -- like fossil fuels -- are part of the problem, not the solution.

"The biofuels industry is shooting itself in the foot. They should come clean about the real impact of producing biofuels," said Adrian Bebb, biofuels campaigner at Friends of the Earth.

"All the evidence suggests that Europe"s demand for biofuels is causing untold deforestation, increased food prices, land conflicts and greenhouse gas emissions."

The EU is the world"s leading producer and consumer of biodiesel, accounting for about 70 percent of global production and between 80 and 85 per cent of worldwide consumption. Biodiesel is made from vegetable oils such as rapeseed and palm oil.

Alstom inks understanding to take interest in Russias TMH

PARIS (Reuters) - French heavy engineering group Alstom (ALSO.PA) signed a long-awaited deal to buy 25 percent of Russian railway equipment maker TransmashHolding (TMH) on Monday to expand in Europe"s largest rail market.

Alstom could cooperate with TMH on a 1 billion-euro ($1.35 billion) contract to supply 200 locomotives for the Russian railways as part of the partnership, Alstom Chief Executive Patrick Kron said.

"The Russian market is a large railway market which has very considerable needs in terms of renovation and development, and so for Alstom it"s a chance to take part in this major project," Kron said.

The deal was signed in Paris during a three-day state visit to France by Russian President Dmitry Medvedev. The companies had already signed a letter of intent a year ago after agreeing a strategic partnership in October 2008.

Alstom will take 25 percent plus one share in TMH"s parent company, Breakers Investment BV, under the agreement, it said.

The French company confirmed it will make an initial payment of $75 million for the stake once certain conditions are met "within a maximum of six months." The balance will be paid in 2012 and will depend on TMH"s results from 2008 to 2011.

TMH is the main manufacturer of rolling stock in Russia, Europe"s largest railway market with over 85,000 kilometres (52,820 miles) of track, carrying some 1.3 billion passengers and 1.3 billion tonnes of freight each year.

A representative of Alstom Transport has already been appointed as TMH"s deputy managing director. And the companies have set up a joint engineering company, which is working on an electric passenger locomotive.

Kron added that it was up to the Russian railways to decide on the locomotive order.

Fears for jobs as MoD awards car stipulate to General Dynamics of the US

Hundreds of manufacturing jobs are under threat after the Ministry of Defence awarded an armoured vehicle contract to General Dynamics of the United States.

The future of BAE Systems Tyneside factory is in doubt after Europes largest defence company lost the 2 billion deal to its American rival.

The Government was criticised for playing politics with the armoured vehicle programme, announcing the deal six weeks before a general election. The MoD has been attacked recently for failing to provide troops with enough armoured vehicles in Afghanistan and yesterdays announcement was seen as an attempt to respond to that criticism before the election.

Liam Fox, the Shadow Defence Secretary, said: It is quite wrong for the Government to sign multibillion-pound contracts just weeks before a general election and ahead of a strategic defence review which all parties are committed to.

The MoD has awarded General Dynamics the contract to supply up to 600 Future Rapid Effects System lightweight tanks. This is a scaled-down version of a 1,300-vehicle order worth 4 billion that the MoD eventually hopes to place.

Despite the fanfare that came with the announcement, the deal is not as significant as the MoD sought to portray yesterday. General Dynamics has been awarded only a demonstration contract, which could be for as few as a dozen vehicles. The decision about whether or not to go ahead with the full production run will be made by whichever party wins the election.

Howard Wheeldon, a defence analyst with BGC Partners, said: This announcement is playing to a political agenda, manipulating a small piece of news into something big to show that the Government is doing something about the lack of armoured vehicles.

General Dynamics has said that 70 per cent of its vehicle, called ASCOD SV, will be built in Britain and that the project will support more than 10,000 jobs. BAE has disputed these figures. Sandy Wilson, managing director of General Dynamics UK, said: We offered the best growth potential over the life of the vehicle, the best integrated solution, the best value for money for the British taxpayer and the best deal for the UK industrial base.

Bob Ainsworth, the Defence Secretary, said: This represents a very important milestone towards replacing the ageing CVR-T.

BAE warned last year that 500 jobs could go in its land systems division if it lost the FRES contract.
